Dr Sivana has been mostly irrelevant since DC brought out Marvel family and doesn't have much feats since new 52 and even during power of Shazam he was watered down from his Whiz comics days until Morrison wrote hi in 52. When Superman was the best seller (which lasted for a long time frame), his books sold more issues than anyone else. In sheer numbers of books sold, Bats isn't the best selling. He just is that currently (although in a year or so, that might be Harley).
