Yeah, they could have let it fly but they really want it at a B rating. ESRB never said that, some retarded western Capcom rep said something similar in the lines of "We are a T rated franchise" but no way would the game have gotten a M rating for just that. It's CERO, not the ESRB. To give you an example of how different the ratings can get between regions: Soul Calibur V was rated T here, in Japan it got D which is 17 and up. Nintendo of Japan doesn't really trust anyone at Nintendo of America with any real responsibilities. It's kind of an odd parallel to what was going on at Sega-- if Sega was the experiment, Nintendo was the control group.
Sega's problem was that the American division was extremely aggressive and had lots of great ideas, but the Japanese branch eventually got jealous of how much more success they were having in the console market, and started putting their foot down and second guessing them at every turn as time went on, which culminated in the 32X add on and the botched Sega Saturn American launch.
With Nintendo on the other hand, the American branch was almost always subservient to the Japanese branch and was always obedient. Really, the most radical thing NOA ever did was founding Treehouse in secret, and Treehouse only localizes Japanese games and doesn't even develop games themselves.
If Sega of Japan and Sega of America were like two brothers who were constantly competing for the praise of their father, Nintendo of Japan and Nintendo of America were like a high expectations father and an obediant son who always wanted to please his father without doing anything that might upset him.
I'm sure Reggie would love to do stuff like licensing out comics and even hiring third party developers to make games using Nintendo IP that specifically appeal to Americans, but he's actually just a PR guy, and he has no real authority. The decisions are all made in Japan, and he's only there to put a positive spin on it for the public. As president of NOA, he actually has less authority than the vice president Howard Lincoln did back in the 90s, when president Minoru Arakawa was actually allotted some autonomy in how he was allowed to run NOA, and by extension he gave Howard Lincoln a lot of authority since he was more plugged in to American culture. Reggie is nothing more than a figurehead.

Yeah, infighting ultimately is what did Sega in, and by the time they took steps to resolve the feuding the damage had been done. It really started with Sega of Japan rejecting partnerships with Sony and Silicon Graphics that SOA was trying to broker for the Sega Saturn, but the real lynch pin was SOJ telling SOA that America "wasn't ready" for the Saturn, and that they needed a new cartridge console to transition them from 16 bits to 32 bits rather than just releasing the more powerful Saturn in all regions at the same time.
SOA got SOJ to compromise by making the cartridge system by just an add on for the Genesis (32X) but it was still a huge waste of money that really hurt Sega's reputation for cranking out hardware that they didn't support with enough software, especially since everyone was holding out for the real next generation console. They really bungled the launch of the Saturn too by releasing it without even telling anyone. They did pretty much everything right with the Dreamcast, but by that point they unfortunately didn't have enough money to support a console long enough for it to bring in a profit.

Based fucking NoA. I know what I said, but they need to do more shit like that. NoJ kinda suffocates them a bit too much, I think.
I also really feel like NoJ should just give NoA/Retro Studios the DKC and Metroid franchises and just let them do whatever they want with those. Just stuff like that. Just the littlest bit of autonomy with franchises associated with them.
