Because he's a good Christian man who saved the Earth from a Symbiote invasion, helped defeat Carnage and is still tracking him down, a cancer survivor (so brave), cured junkies off the street and found them homes, sacrificed his powers to save New York from a spider virus, and is working with the FBI. He's a good boy who did nothing wrong. Matt Murdock also "proved" in court that he wasn't responsible for his actions as Venom but that's bullshit honestly.
But Eddie was made a hero when he saved New York from Spider Island.

In New Ways to Live they said as he started dying from cancer Matt Murdock convinces the courts that all his past crimes were directly as a result of being tied to the symbiote. He was cleared and allowed to spend his remaining days doing what he wanted.
Brock reembraced his faith and spent full time working with with Aunt May and Martin Li at the F.E.A.S.T. centre.
One day after a check up he was told that he wasn't in remission, but totally cleared of cancer and Brock was overjoyed and decided to continue serving the less fortunate.
Gargan shows up and AV is created. After a fight, he finally has his eyes opened and forgives Pete. Feels he owes him a debt so he helps him take down the Thunderbolts. This undoes all he's gotten and Osborn brands him a fugitive.
Brock as Anti-Venom fights for justice from the shadows. Things come to a head in Spider-Island and he's declared the hero of the day and has a nice moment with Reed Richards and the public loves him again. So he's cleared again.
Becomes Toxin and for the most part people don't know what is going on with him. He stays in Phili as a vigilante and goes only after the criminal element.
He's captured by Claire Dixon's group and made part of the Anti-Carnage task force. AFter the first mission becomes a disaster he's taken back in forcefully by the government, but broken out by Dixon and crew as they go rogue and head for the Lovercraftian Powered Carnage. Much "Shut up, Brock" ensues.

He put enough together to realize that Eddie Brock was under the suit and he remembered more of his stint of villainy than his anti-hero days and decided to try to kill him.
Though to be honest, as much as I liked that mini Frank was a bit off -- he'd never act the way he did towards Jenna with the "she's just a junkie" thing (unless he was bluffing or something?).
If Frank sees a young woman being used as a human shield he's gonna get super pissed and SAVE her.

Yeah, Frank definitely wasn't himself in that mini. As much of a hardass as he is sometimes, Frank is usually pretty forgiving.
