Who's they? Alberta's government kept touting fiscal responsibility, hence why they preferred to cut government spending as opposed to increasing revenues by collecting greater oil revenues. This isn't an issue of "balanced vs. unbalanced budgets," but "greater revenue streams vs. lesser ones," which is what you should be arguing.

If you speaking about the feds, it's a similar story, with the added effect that Canada actually faced the 2008 recession, and thereby increased spending.
