As for why, it's because Adult Swim only has a small amount of money for their original series each year, and Venture Bros is one of the more expensive shows (probably *the* most expensive show). So they can only completely fund a new season once every other year.

To be fair, every other original show on AS is made on a literal shoestring budget because they know stoners will watch anything and the rest of their demographic will watch terrible shit "ironically." They should have plenty of money to fund Venture, they aren't using it on anything else.
