Capes, as in free flowing cloth, is fucking hard to do. You can cheap out and make it just animate in set ways like a cape but it'll look uncanny in places.

Hitman 2016 and asscreed unity does skirts amazing, that's similar to cape movement in a way.
Also, I've seen footage of a cancelled victorian like batman game that was supposed to come out for the previous gen where it had one of the most realistic capes I've ever seen.
I don't understand why not just copy paste that unto a cape instead of treating capes like it's thick plastic with moon gravity.
