basically bc of technicality they didn't actually break laws and the cops fucked up investigating because it was new years and chaotic. by the time they got started trying to find out what happened that night people had taken the story and started using it for agendas. the problem is as much the broken laws and culture of Germany (apparently sexual assault and crimes happen at stuff like Octoberfest pretty often too) as what the people did. there's like a political group that's upset about it not bc they wanna protect the men but that the white Germans don't care until they can express their racism under the cover of caring about women
