Here's the thing. Superman can, and has, heard gunshots from miles away, and using flight and super speed, flown and intercepted the bullets before they hit their targets.
But bullets travel at supersonic speeds. Unless Superman was standing closer to the shooter than the target, the bullet would reach its target before the sound of the bullet reached Superman. Yet somehow he's able to "hear" gunshots from across the planet and react in time to stop them.

You'd think so, but in pretty much every fight over the last ~15 years or so, in terms of the actual fight, superman has won/drawn almost all of them.
It's one of those things where a character SHOULD win the fight, based on feats and such, but to say that Darkseid does would just be lying.
I've always liked the the idea that Darkseid is more of a schemer/planner and he does his best work by corrupting peoples minds and working from the shadows.
Makes me think how Kirby originally planned to have the final fight with Darkseid go down so that it turns out that he was actually weak as fuck and Orion or Superman, whomever got picked for the story would trash Darkseid with little effort.

I think the problem is that everybody in Gotham is corrupt in one way or another, so there's no real way to expose somebody. Clark can't bring Rupert Thorne to the police for rigging an election because Thorne has the cops in his pocket, for example. He could always just zip-zoop-up-up-and-away into Thorne's office and punch him on the face, but that doesn't seem like Clark's style. Golden Age Superman maybe, but not post-Crisis Clark Kent.
