Yeah they most likely will, Anna and Elsa seem to have been created with the Princess line in mind, and they are sort of treated as part of the franchise already, getting special edition designer dolls, having face character meet and greets at the same hall as other princesses etc - but haven't been officially "coronated" yet.
Currently they're not officially part of the Princess lineup.

In-universe she's not nobility (unless Li Shang's dad was some sort of noble lord in addition to being a general, and he inherited the title as well as the military rank, and it's just never mentioned at all).
