Because he's dead wood. He makes Amell look like an Oscar winner. His only two plots were his love for Thea and his self flagellation.
He's fine as a support character, but he'll never lead his own show. I keep hoping they'll make him a part of a Titans spin-off, but that'll probably never happen.
