In the 90s, what was it exactly that led to people deciding 'lets put this it' for things like Minerva Mink, and Lola bunny?
Was it just pervy 90s furries already in the industry? That would make sense if it was the artists who wrote and produced the thing, but its not.
Is it a joke? Like... 'haha, animal characters aren't sexy, that makes this funny'?

They wanted a female member to the team, because reasons and stuff. She was designed before anyone figured out what to do with her. She was "written" after she was drawn. Apparently someone on the team decided she should be extra sexy.
Don't blame on a conspiracy what could be easily explained by executives not knowing what to do.
Even if the writers/artists aren't furry, drawing animal characters "sexy" shows they're meant to be considered attractive or love interests within their own cartoons. They're just drawn like human women for that to be immediately obvious upon seeing them (or, if the cartoon's meant to be semi-realistic instead of comedic, because the artists are hacks). Lola is supposed to be hot, so is Minerva, etc.
Not to say furries haven't been involved with this sort of thing though.

She was supposed to have more lines and be more fleshed out but in the final product they were cut and they did the best they could to characterize a character with a single line. Personally I think Baby Looney Tunes Lola as what would be her base personality
