Doesn't really matter. They'll make it back in the second and third printings where the price is higher and it's advertising for the line anyway. If they weren't happy about it they wouldn't have done it. Taking the loss to repair your relationship with people isn't bad.
But it's less about DC and more about the market supporting 80 pages for 2.99, it's nothing but good news that may lead to better ways of selling events than the drawn out 6+ months of issues 4.99+ or more.

Double shipping lowers sales anon, the second chapter is always lower than it would because the store have to account for, people not knowing two chapter are coming that month, and to save money because they have to order more books than usual. If anything this was something Marvel didn't want to do.
