The p-zombie concept is about how you can't actually know that other people have internal monologues or any of the other shit usually associated with "consciousness."
Basically the point of that and the Turing test is that "if it quacks like a duck" is about as well as we can define consciousness in other people.
So they're saying that something that doesn't quack like a duck would be solely concerned with its own survival (doesn't follow) and that maybe something solely concerned with its own survival would waste cycles on VR for some reason (doesn't follow) and that something that chose to simulate a universe wouldn't understand the shit happening in the universe it's simulating.
There are many things on earth that think without quacking like ducks. Not quacking like a duck isn't what makes AI dangerous.
