The other girls who show up are Cheetah (whole first season,) Frost (shows up in Harley's group of best friends and is the head of Science Club,) Catwoman (she's in the episode about weapons training), Miss Martian (in Space Club), and Star Sapphire (I can't remember the episode but she fawns over Hal.) Hawkgirl is listed on the site too but I don't remember her actually appearing.
Of those I'd say Catwoman and Katana are sure bets, and Cheetah is incredibly likely.

I'll add maybe they could have done Artemis from YJ. It seems like they used her design on an archer in this (colored red though so it's likely just a Speedy). Her and Ms Martian are the only characters I can think of that might be popular with kids right now at least. And I don't have info on how their toys might have done (if they existed) besides the generally believed rumor of the show's merchandise generally underperforming, so it might be the same situation as GL where it's seen as too risky.
Someone asked Johns about Mera on twitter and he suggested she would be in a later wave but she's not in any of the show's shots so I guess she just didn't make this initial cut (maybe she gets a push when the Aquaman movie is coming out). We generally don't know which characters they might have focus tested with the children anyway if they did try other green ones. Ivy does seem most obvious if you need a popular one one and can't do a GL.
