He's the fucked up serial killer who might break into your home, bash your head in with a blunt object, while cracking jokes and enjoying it all, just for the lulz (or this being the Joker, really it'd be something much more elaborate and fancier than that, but don't put anything past the Joker), but Lex Luthor is like a mad scientist terrorist or a war criminal.
