I think they could have justified the thin/uniform lines with smarter use of color and lighting. But the show is devoid of rendering, and the characters and backgrounds share the same gaudy color palette. It makes everything difficult to read visually. Just awful decision making all around.

It's a combination of that and being badly animated. With frame by frame animation, each character and object has to be redrawn for every frame from scratch. Thing is, well animated shows these days of this kind have the talents to keep the drawings consistent enough with the only major off models being when the animators intentionally do so to express more emotion than the models can do.
Tweening animation, on the other hand, uses puppets that can be manipulated all one wants, yet retain their key properties (although it's still a good idea to use interchangable parts for puppets). Even the worst animated tweeting shows like Johney Test never really go dramatically off model (in fact, better animated tweeting shows go more off model albeit intentionally).
