a) had earlier begged her to stop the winter after saving her life, to which she replied that she has no control over it, meaning she has to die, which realisation shocked him

b) heard from Anna that Elsa had cursed her own sister to death with her powers. Anna left out that it had been an accident, and when Hans insisted that she'd said that Elsa would never hurt her, Anna just said "I was wrong" instead of clarifying that she didn't mean to do it.
So by that scene he believes Elsa to have intentionally murdered her last living family member with her powers as well as her needing to die so that the winter stops and the citizens don't die. With one strike, he'll save the kingdom and will become a hero and a king, at last.
Of course he also had very strong personal ambitions for the throne, but his first preferred method was always to marry Elsa and kill no-one.

What? The storyboard is nearly identical to the final cut. The only difference I noiced was that a shot was added between the shot of the Weselton guard raising his crossbow & Hans interfering with the shot. It makes sense why we got a shot of Hans jumping into action; without that shot to separate two different shots of the same angle & subject, audiences would be quite confused by who just saved Elsa.
