Hawkman and Aquaman are both on teams with people that can do everything they can do but a lot better. So they look like shit in comparison.

Here's an easy way to have both Hawkmen:
The Thanagarian came millennia ago to Earth eyeing the planet for conquest and created the Egyptian culture - Yeah, i'm going there. But shit happened and Earth, as an outpost, was abandoned.
Carter as an archaeologist and historian found the whole Egypt + Thanagar connection, but kept it hidden for some reason or another managing to attract again the attention of the Thanagarians.
One male Thangarian and his female partner came to Earth to see how the planet was going, thanks to Carter, and through Carter started to learn more about his findings and how human history and culture works.
The two Thanagarians help Carter save his sweet-heart, Shiera, from some group or whatever. Carter and Shiera then decided to let the Thanagarians past as themselves and leave their lives so they can learn more about Earth, thus giving us Katar and Shayera.
Carter believes that the Thanagarians are helping both planets from whatever bullshit he's been told, but the Thanagarians are prepping Earth for a full scale invasion. Though it is thanks to Carter and Katar friendship that Katar decides to go against his mission, ruining the invasion.
Katar and Shayera become heroes and eventually Carter too, as a sort of Iron Man/Batman-y Thanagarian of sorts, and eventually Earth and Thanagar enter a partnership and Carter becomes a honorary Thanagarian for his efforts.
