Female characters aren't presented as better just because they're women; in fact SU probably has the most in-depth female characters of any modern cartoon. They have a fuckton of flaws and none of them cling to stereotypes.

Rose is the one that surprised me. Having rebelled against home world I was expecting her to be a typical pure maiden trope with Greg being her first human love and Rose saving the Earth to protect the potential that humanity shows.
Instead she's had over 5700 years worth of boyfriends with it being shown that all of them before Greg were basically boytoys and before Greg she still saw humans as cute but still inferior beings.

Most art communicates the creator's world view. Most fiction make use of straw men. So by its nature, most art contains some element of propaganda, and that's not inherently wrong.
But when the storytelling is tactless, or when promotion of those beliefs override art so much so that the work constantly asks us to take incredible leaps of logic, that is when it is less artistry and more propaganda. People pick up on this a lot easier than the creators think.
Good art creates scenarios that challenge people to re-evaluate their own beliefs, while bad art comes across as shallow, pandering, and its messages can be easily dismissed. It's up to you to decide which category Steven Universe falls under.
