In the 60s and 70s she was never intended to be Dick's girlfriend. She was always treated as a love interest for Bruce, both in the comics and in the Adam West TV show. Dick was permanently 13-years old in the 60s and when Barbara was introduced she was a collage student.
In the 80s Dick was aged up for Teen Titans and Starfire was treated as his first real love interest.
It wasn't until the Dini Batman series in the 90s that Dick/Babs shipping began in earnest. After that got popular the comics retconned Dick and Babs to being around the same age and showed them having a flirtatious relationship as Batman's teenage sidekicks, but that's not something that ever happened in the Silver Age books.
Kathy Kane as Batwoman and her niece Bette were introduced in the 50s to combat the gay rumors. Also Aunt Harriett to make Wayne Manor less of a sausage fest.
