I hope it does get made. Making it R-rated seems to be the way to go if you want to do Lobo but they did manage to do a good version of him in STAS but over the top violence is still a pretty big part of the character.
I don't know about casting but I don't really see Danny Trejo as Lobo. The Rock could have worked but he seems to be up for playing a Shazam character. Black Adam I think it was? I don't know if motion capture would ruin it if they decided to go that route. But then Brad Garret could voice him again.
