>one betrays Stark, helps Cap and Bucky escape from the airport and is in hiding by the end of the film
>one attempts to stop Cap and Bucky from escaping, ends up paralyzed from the waist down and is recuperating with Stark by the end of the film
What would have changed if their roles had been reversed?
Tony would have been more hurt by Rhodey betraying him than Natasha, he doesn't give a shit about Natasha.
Unfortunately Rhodey can't think for himself, so anything the government says is automatically his opinion.

It's Vision's fault, all black people look the same to him.

They never establish if it's actual paralyzation or just a really bad injury, Tony says "there's a chance of paralyzation".

No they flat out say his spine was critically damaged and may never walk again. I mean he will walk later, but only because of Tony's miracle leg braces. Hes lucky to be alive

Thank you for confirming what I just said.
It'd be pretty out of character for straight laced air force Colonel Rhodey whose loyalty to Stark and the government is never, ever in question to switch sides, as opposed to Nat, who is BFFs with Steve and Hawkeye and never wanted to fight them in the first place
