Killinger didn't really choose who ended up there. He simply helped guide them to it.
I wish they would give us a "what-if" style special where we could see super-villain Rusty in full action.

I still think Killinger was there to more or less give Rusty a reality check of sorts. But I could see Rusty on the council if he kept up the villainy.

This. He knows Rusty's true potential. It's not in villainy.
Strangely, based on legacy, his father's stash of inventions and technology, and his own exploits he could actually be a credible villain in the setting.
He already has a clone farm, mutated dozens of interns, has an evil lair in the ocean, can make killbots, can make zombie soldiers, and knows more guild laws than many villains.
