Latveria is all over the map. 95% of the time people presume Doom has peasants toiling under his heel just because he doesn't like it. At least in one Power Pack comic, a little girl is under the mistaken impression a corrupt tax officer has Doom's authority. After the Power Pack bring it to Doom's attention (a little brattily, maybe), Doom points out, NO, he had NO idea and YES that person will face SEVERE CONSEQUENCES for making life any harder for Latverians.
Most of the time I think Latveria has issues because Doom is both a "benevolent" dictator and a utilitarian. He's VERY protective of all of his Volk which leads to isolationist policies at least as much as his personal agenda to kill Reed Richards (this week) needing absolute secrecy.
So ... on the main? Chances are if he can be assured of absolute loyalty from immigrants, they'd probably be taken in as second-tier citizens. Not harmed or put in a ghetto, just not allowed to run for politically important positions. That said, he probably turns them over with a fine-tooth comb to make absolutely certain they aren't spies. Between the culture and often hostile climate and economic sanctions, most immigrants would be better off going virtually ANYWHERE else on Earth.
