They have some rights- but a standalone She Hulk movie likely isn't happening. She can be the leader of A-Force or a Defender or whatever. Anything where she's not the solo star.

Even if they DID have the rights it wouldn't really work, since all of her solo stories are piss takes of comic logic rather than blockbuster epics. She's be best suited to an episodic court room comedy on ABC or Netflix instead, but that'd completely divorce her from the actual Avegnering she excels at.
So yeah, put her in an ensemble movie. Cast her when Ruffalo's contract runs out and the MCU needs a new Hulk.
