I think real problem was that nu52 Green Arrow sucked, and sold like shit. It switched creative teams like gloves (first creative team switch happened THREE MONTHS into New52 - last issue of new storyarc was cooperation between old and new creative team) which was kind of shocking when we consider that Green Arrow was one of more popular DC characters with consistently good books in 80s-2000s (I mean, that's the reason why they made him into a TV show), so they desperately tried anything to make it good again (aside from the obvious and going back to basics, blessed be Rebirth)
