It pretends that the show's about Clarence solving problems and spouting morals and getting into crazy hijinks when it's not really about that at all. It's weird meta-humour that doesn't work well here.

The opening was obviously an extreme example for comic effect. I agree most of the episodes aren't like that but a few of them are, so we can at least see where Clarence is coming from.

it's neat how once in a while we get a reminder clarence is a real person and he has limits

I don't think so, while Clarence has his two main buddies they're not really shy about having him hangout with other kids.
Like he went to chill with Percy that one episode, in another he basically kidnapped Charlie Brown, and stuff like when he had the big kid on as part of his money printing thing.
