I've already seen a tumblr post with over 3k notes asking readers to boycott sales of the issue and tweet Nick Spencer on what a massive slap in the face this is to Cap's creators. So, obviously, it's not just a rousing success, but was written so masterfully people are convinced it's a legitimate retcon.
I'm actually starting to hope that Cap's inherent good person-ness leads to this ending with Cap turning Hydra into his own organization for good, like what Sunspot did with AIM.
