On a more serious note, she clearly does need backup to be effective. While she's important, she clearly works best in person, so she'd need help being present safely, not to mention that she obviously couldn't catch more than a handful on her own.
She's certainly the best investigator, but that's the thing about a team; specialization of its parts makes the team stronger as a whole.
The team helps with manpower.
She can't be everywhere or do very physical things.
She's a blind out of shape womanlet.
Also Fred is the leader, she can figure shit out but Fred mobilizes the team to DO anything.

You need Fred to make the plans, set the traps, and give people the directions.
Scooby and Shaggy always inadvertedly ruin Fred's aforementioned traps while accidentally making an even better trap. Also they usually lure out the ghost first.
Daphne probably funds it. She's got connections that allow them access to things they normally wouldn't

The core of Scooby Doo is that each character is their own archetypal role. Scooby Doo, consciously or unconsciously, borrows from deeply embedded cultural archetypes. Scooby Doo is one of the most finely constructed fictional groups to ever be created. Each character plays off each other and act as foils. The character designs are enduring. Instantly classic.
That's also why everyone hates Scrappy. Because he was a cheap knock-off and only disrupts the relationships that exist so naturally between the original cast. He lacks the kind of cultural connection that the other characters innately tap into.

well Fred's the Muscle(at least theoretically) and Driver(after all in most continuities he's the owner of the Mystery Machine), not to mention he usually comes up with the Traps, Daphne directly or indirectly provides the Money that Mystery Inc needs, and as for Scooby and Shaggy, well they're mostly there as moral support and as a distractions to the Monster of The Week

there's probably a way to make Scrappy work(heck he was almost tolerable in Ghoul School and Reluctant Werewolf), just a matter of figuring out what that is
