The way he's holding him doesn't seem like a grandfather meeting his new grandson. It looks more like excitement in the fact that he finally got his Morty.

My theory is the Rick in the show never left Beth for 20 years so he was there for Morty when Morty was young, but somehow Rick fucked up the dimension and left for another one where the Rick there had been dead/missing for 20 years.

I'm pretty invested in this theory. It explains the timeline conflicting memories we saw in Close Rick-Counters. We don't get as much evidence pointing that way in season 2, but season 1 was full of it.
