She's just more interesting. I liked Anna but shes basically a generic Disney princess. Elsa is interesting because she's basically the antagonist of the movie (until the Hans reveal) without realizing it or really trying to be. She's a generally good person that happens to have a power that can kill everyone around her and it's made worse by her insecurity over it, which I think endears her to most people because everyone relates to insecurity.
Also Let It Go and the prettiest dress in the movie, ie merchandising.

Because screen time does not equal greatness? A character could be in a movie or tv show 95 percent of the time and be godawful and universally hated, and someone with 10 percent loved above the rest. It's the character, not the screen time.
