I think it's genuinely racist to throw black creatives onto books with black leads. It creates a kind of "Black Character Ghetto" that is difficult to escape from. At no point have I ever read Black Lightning and wondered if the writer was black. I also haven't ever read Batman and wondered if the writer was white.
