She deals with more real life problems as well as super shenanigans (at least in that series) which I liked. Her being very pretty helps to, and I liked her cute friendship with Terra. Their personalities are quite different for one, but the most basic is that PG is Kara form Earth 2, where she arrived at a younger age to a Clark and Lois who were already married, so they raised her as a daughter. She's about 10 years older than Supergirl for the same reason that everyone from Earth 2 is a bit older. What that is, I can't say.
But Supergirl is Kara from Earth 1 Pre-Flashpoint or Earth 0 Post-Flashpoint.
Younger, more impulsive, etc. Also has issues with clones, but that's another story.

Three major reasons why:
1. Pre-Crisis multiverse shenanigans. Earth-1, Earth-2 and stuff.
2. At the time Crisis on Infinite Earths was published, Power Girl was more popular than Supergirl, so Kara Zor-L survived the Crisis (designed partly to weed out less popular characters) while Kara Zor-El didn't.
3. I remember reading somewhere that Power Girl was intended to become the Supergirl of post-Crisis continuity, being more popular than the Earth-1 version, but John Byrne's "Man of Steel" reboot nixed the idea with the "no Kryptonians" mandate, so we got the awful Atlantean revised origin instead. Yay.

That in no way qualifies her to write without a decent co-writer....and no, just because she claims Mr. Palmiotti is a useful art assistant, does not mean he is qualified to keep her on track or write dialogue or plots.
The few excellent stories she wrote, were just rehashing of better writers plot ideas...and she somehow dragged Harley further into the pit (remember Harley as a Catwoman villain, or written by Dini?)

Powergirl is a character whose following was too big to cut off, during Crisis, yet couldn't possibly fit into the editorial mandates for New Earth, so her inconsistencies and constant recons made the Hawks seem well handled by comparison.
A major symptom of this has been each creative team handling the iconic outfit in a completely new and contradictory manner.
