It's a lot less common than picking up a book because of the character or writer, but it does happen once in a while.
I know there are people who follow Alex Ross around, and personally I'll give a book a shot if Jim Mahfood's doing the art.

Why wouldn't you sell it based on the writers name alone? Specially if it's Millar. Like it or not, his name does have some pull. Definitely more than just about everyone he's been working with recently. The only artists that are big name enough to pull in readers, and we're not just talking fans of artists, we're going with known by people outside comics circles, are probably Lee, Ross, and maybe Hughes and Liefeld. And those last two are big ifs.
Meanwhile, writers have more than comics to draw an audience from. They either advertise them through their novel work like they do with Gaiman, or film or TV adaptations like they do with Millar and Kirkman. Miller's probably more known by the general audience as the guy that directed Sin City than the guy that wrote comics, so they stick that
