If I had to write him, I'd do one where he manages to essentially fall out of the 616 Universe, whether by going through a black hole or fighting some sort of villain.
Then it's a tour of the Multiverse with Norrin as the guide as he tries to find his way back home. Would obviously run into Reed and his family at some point since they're out there creating universes with Molecule Man. Probably a crossover with the Ultimates as well.

>the military starts attacking High Evolutionary and are about to drop the device on Evolutionary, when suddenly Galactus arrives with his new herald, Terrax.
>Galactus wants to detsory the planet, Evolutionary wants to change the planet, both have conflicting views so they fight
>Terrax is trying to kill Norrin
>military use the device to give Norrin his powers back, turning him back to the Silver Surfer
>Surfer and Terrax battle, Surfer wins
>Evolutionary is weakened by the device, Galactus wins
>Galactus leaves Earth, he admires their willingness to fight
Just get his film rights back to Disney and he could be the next Ant-Man
Develop spacefaring technology so we can interact with the rest of the universe.

A Silver Surfer movie needs to be about him regaining his morality after being a herald of Galactus. And he can't struggle with letting a planet live or die if that planet is Earth. Because there is no way the movie can end with the destruction of Earth- but if it's a made up planet then it can.
