Two reasons, one real-life based and another in-universe bases.

In real-life, it's because he's a D or C-list villain and in comic books, ESPECIALLY in the last 25 years or so, the effectiveness and likelihood of a villain to actually show up and do anything is directly related to their public notability and popularity as a character. He might get a bit more attention now that he was in the Netflix show, but that was a very recent development.

In-universe, it's because ultimately he can already have everything he wants.
He doesn't want power because he has the ultimate power over individuals just by talking to them.
He doesn't want money because he can have whatever he wants just by asking for it.
He doesn't need respect because he can demand it and it's given to him.
The things people generally become supervillains for he can get with literally zero effort on his part, and it's been noted several times that as horrific a psychological violation as his powers are, ultimately he's a petty and simple individual with petty and simple desires.

Another important part of it is that he'd be REALLY easy for most supers to beat. Anyone with ranged attacks, extreme mobility, or even just a set of earplugs can destroy his ass. Never mind actual psychics or wizards or Dr. Doom.
