I love Morrison but I disagree. Morrison deals in absolutes like Golden Age characters, but Harley doesn't work that way. She's a '90s character, where everything's a little grey.
Kesel and Injustice Harley are the best Harleys, because they get the character.
The original interpretation from Timm was that she was that she showed the power Joker had over people. But as became popular on her own, her characterization got recentered.
Harley is, at her core, a weak woman. She is the girl raised on romance novels and Disney movies who thinks she's found her prince, and will love him no matter what. She thinks she can change him, and she thinks that he cares about her.
After Mad Love, every iteration of Harley has been smart. A genius, generally. She's not a dumb woman, but she's reckless and immature. She's not insane, either. Harley knows exactly what she does, and she knows exactly how much it hurts people. She puts up a front and pretends not to, but that's just as much for herself as anyone else. She wants to do things but doesn't want to take responsibility for her actions. Harley is a mid-Twenties/mid-thirties doormat of a woman who acts like a ten year old.
These are what the Kesel run is about- the entire opening is about Harley's idea of love and how poisonous and damaging it is. The rest of the book is about her coming to terms with that. That's why she's good in Injustice- it highlights her immaturity and inability to adapt. She has a child she can't care for and shunts responsibility off on others, because that's all she can ever do.
Making her evil or insane is easy, because it makes it very easy to call out her moral failure. If she's evil she was made that way and can be redeemed, or she's a sick and needs treatment.
Her failings aren't moral ones. Her failings are that she's just not strong enough to deal with reality. Harley Quinn is an abject failure as a woman, and as a person. That goes against Morrison's principles.

Fuck, that like makes me identify her with a lot more. But I like to think she can be saved. I'd like to see a version of Harley that's still flawed but a bit more healed, I guess. There are elements of that in her solo book but it's a bit too whacky.
