Hm. I think it would be more effective if he kind of had a personal crisis where he thinks about how he tried to end this masked vigilantism and now he's kinda joining them and how he can't even look at himself in the mirror anymore because he sees the disappointment of his family there. So he basically goes bonkers a bit. Which could be down to that iso-cube they keep him in.
They will have to make him change fundamentally to get him into that mask.

I don't think it takes that much of a change to make him realize that destroying the Avengers didn't work so replacing them is the next step. You could even go right into Thunderbolts with that and just use the Zemo costume instead of Citizen V.
