That would mean that black people would be occurring in his comic at about twice the US national average.

As for the ratio of races, I've never considered SMBC to take place in a specific place -maybe by benefit of not being american myself I'm unlikely to assume everything is set in the US. The comics frequently portray vast global changes and intangible environments such as hell and heaven, so it isn't unreasonable to consider the locale to be free from connection to the real world or the authors opinions just like (allegedly, although I think it did come from an author tweet initially) the diversity in the comic.
