There was a bigger problem on the horizon. The rise of superteams in other nations and all of them needing an totally independent eye in the sky/someone to co-ordinate them help them.
Right now he's getting into contact with and cataloging hundreds of unpowered vigilantes and marvels across the world and keeping them out of the hands of the ten rings, hydra offshoots, aim and rogue governments.
He's also trying to understanding the true length and bredth of Hydras influence and what it's destruction meant for the world.
