I don't know about other people who watched it after the fact but when I watched it as it was coming out I was absolutely livid about how there was pretty much nothing interesting was going on at the forefront other then some bad romance drama for the majority of the show up until the climax where the equalist take the city. It ends on that and I'm left kinda wanting. Then Season 2 happens, so I outright quit because fuck all if I'm going to pretend to have Stockholm syndrome when the first season was a disappointment and then season 2 shit the bed.
Season 2 came out and apparently it's really good, but fuck that, the damage is done, I'm glad it did well but holy shit fuck that show.

A new Avatar should have to deal with all the stupid decisions that Korra made. Letting spirits that conquer cities and possessed humans turning them into body horror abominations. Air benders that irresponsibly use their power for their own good. Mysteries that only the past lives of the Avatar could help to solve, gone because Korra fucked up.
The Republic City "President" being just a puppet of the other nations and another sprowth of "Amon was right" everywhere (hell, Kya and Tenzin kinda proved Amon's point by acting like they are superior to his brother).

By the beginning of season 4 she was as insecure, doubtful, and outwarrdly bullheaded as ever.

She never did learn from her mistakes. She was he same character up to book 4, the only time her fuck ups had consequences. Book 4 though turned her into Aang by the end. Yes in fact he was since he created the entire mess to begin with. But you know what, he actually learned from his mistake and took it upon himself to fix that mistake. Not only that he also managed to make the world a better place by closing the portals and even then he was sad when he died because he couldn't fix everything before dying.
Korra on the other hand makes a ton of mistakes some of them she tries to fix, others she doesn't. And sometimes those mistakes she "fixes" end up making everything worse, and then she gets told it's not a problem so she just leaves it at that.
She also keeps doing the same things over and over again for 3 seasons until Zaheer beats some sense into her, which turns her character into the opposite of her old self and by the end Korra is a dead character passed off as having learned some lesson unrelated to her struggles.
And i even like Korra as a character.

I think thats the source of the entire argument, but everyone is approaching from the animated perspective instead how it was created. Writers did a good job on presenting new problems to Korra, they are detailed, they make sense at the beggining and have compelling antagonists. However writers always search for the easiest solution for Korra to solve these problems and the seasons always finish with non-solutions, that cheapen the Korra as a hero character. In fact the season 3 was one of the best ones because it ended with a non-solution that corresponded with Korra depression. Until the begining of the next season where it was given another cheap solution to it.
Thats why it feels like Korra failed as Avatar, the writers never bothered to give meaningful and thought resolutions to the challenges she faced, choosing to close it quickly in a happy ending instead of leaving it as consequences for new seasons. Even if they didnt believed they would get new seasons, why not leave it open for comics and such.
