I would expect them to budget for the resources needed to pursue all their ventures. If Berlanti can't afford to be filming four shows and give them all the resources they require to do correctly, they shouldn't be producing four shows.

This. LOT compared to Arrow is great, but on its own its still a mediocre show. There are great moments but the show as a whole is a huge let down. We were promised a Doctor Who + the DC universe type of show and instead all we get is more relationship drama, boring episodes, lazy plotting, and a disappointing villain/story arc.

Go back and rewatch the pilot. It sucks! It's terrible! Everyone's acting is wooden and terrible, the plot feels rushed with all the characters and storylines they're trying to cram into one show, the effects and fights are garbage, etc...

Stick to the comic stories. There are 100 years of quality stories to choose from, ones that have had amazing receptions and use the characters that are already established.

Every writer wants to make their own mark though, and granted they aren't talented, it's detrimental to the shows.
