They didn't join because of the image problem associated with war, because America still pretended it was in some way isolationist and not at all like those imperialist Europeans despite things like Panama and the Phillipines happening.
Basically, the main reason was money. Yes, Britain and France had their empires, but at least they were somewhat stable. Germany mobilising for war would have upset the apple-cart as it were, even if you take away the fact that they were the enemy in the last war, that didn't do anything for their popularity.
