I really liked him as both a kid an when rewatching as an adult but there's some problems like the way he went out and he was just a little too gross for Penguin. ESPECIALLY that OP line.
But I think the Returns Penguin looks a little better than the great majority of other Penguins mostly because he's not a huge bumbler and is a total menace, even BTAS Penguin was kind of a bumbler half the time who wasn't as much of an important villain as he should have been.
