It's not really that simple. Take Boris, at his peak not only can he tank Poppy's hits, but he's durable enough that Poppy can injure herself attacking him. On the other hand, Morbi has said that Poppy could have easily picked him up and tossed him about if she thought to do so. The dragon is a shapeshifting, regenerating, living magical reactor that can survive being decapitated and is implied to require large teams of specially trained and equipped people in order to kill it; Valente one-shot it. Valente is also a one trick pony.

Look at the final page where she appears in monk's disguise swallong the dragon's remaining piece. Now go back several pages and you can see her spraying something on the animals, which then begin mutating violently. It was definitely her doing.
