Certainly. She shows us what happens if you let bias take full control of you. It's a cautionary tale, because it gives us a glimpse of what may have happened to Judy had she not seen how bias can hurt others, even if it is unintentional. You have to ask yourself how often Asians actually apply to be police officers. You're asking "why have quota systems for blacks or women", but Asians can easily benefit from those systems if they bother to apply, which they likely aren't doing because Asians don't seem to be interested at all in being police officers!
Also, your chart shows that Asians are underrepresented in terms of being shot by the police and you have to consider how many any particular group has a police encounter. Blacks are 14% of the population, but have many more encounters with the police than whites who are in the majority especially in places like New York where whites are the majority but are only 10% of those stopped and frisked while blacks are something like 50% of people stopped and frisked at random.

Look at the first graph. How many asians kill cops? How many asians are killed by cops? basically they are using lethal force on a group that doesn't offer life danger. The first graph is really irrelivent when determining representation. Representation is population size vs occurances. Asian population size is 3%, the percentage of Asians shot by the police are 2%. Police aren't going to fucking go look up a chart to figure out how many people of what race killed cops when they think you have a gun or knife. They aren't going to say 'oh, thisis guy with a knife is harmless because not that many Asians killed cops, so I better just ignore that knife he has in his hand'
