It all depends on how the tone in volume 4 is set, how Monty wanted it handled, and how M&K want to handle it, and whether or not M&K stay the writers of the show and how long they write it for.
You'll always have that camp that wants the dead to stay dead so that death has meanings, but you'll also have that camp that wants it to be more in line with the fairy tales the series is loosely based on where shit can work out via bullshit.
No matter what they do, one side of the fanbase is going to be unhappy with it.
But yeah, it would be really, really fucking easy to just write in some asspully McGuffin that brings her or anyone else back from the dead at any point, or play it off like they never died in the first place regardless of what was on screen.

That's assuming the Ozluminati was all the Headmasters and not just people at Beacon, plus Ironwood. They pretty much said that Ironwood being part of their little crew was a recent edition and until then it was just Oz's team at Beacon.
It's possible the other two countries are completely in the dark as to what Ozpin was doing and as a result won't know what to believe. Telling them about the Maidens and Salem might be dismissed as BS and they'll take the apparant side of Vale and Atlas plotting against them and prepare to go to war again.

With the exception of not saying "I love you too" at the end of volume 3 and becoming a broken mess of a young woman, Yang was shown as always being there for Ruby, always worrying about Ruby when she was in danger, and always being the nurturing big sister and occasional surrogate mother to the Rube.

It's not that Monty was fond of girl love.
It's that he was fond of the Action Girl trope. Because of that, the protagonists of Haloid, Dead Fantasy, and RWBY are all female characters who are proficient in combat.
With such a high level of female cast compared to males (none in Haloid, 3 in DF, and 2 out of the 8 original members of JNPR), it's easy to put on yurigoggles.
Additionally, the number of male main characters increased with every additional work Monty produced. Had he continued after RWBY, I wouldn't be surprised to find him reach an equilibrium of a 50/50 gender split.
