They basically just turned him into a Batman villain. Childhood trauma, tragic backstory, creepy mental illness turned supervillain gimmick. And it really worked gangbusters. Not that Superman NEEDS all his villains to be like Batman's but a bit of variety never hurts.

The thing with Superman's villains is that while his top enemies are among the best of all time (Luthor, Darkseid, Mongul who they waited until JL), his lesser enemies had to be given some form of reinvention to show why exactly Superman has trouble with them. The DCAU was always incredible about utilizing their rogues galleries and making sure you understood why the heroes are needed.

I think the hit and miss thing is more the comics not only went on longer, but would change hands over time and unlike tv where even with different writers things tend to feel more cohesive.
I don't know much about production but I don't think a episode writer of a show can do whatever he/she wants to the characters unlike comics, so you won't get "Goddamn Batman" right after "ole chum" Bats.

I remember a comic where he fought the Royal flush gang and the whole thing was narrated by Ace. At the end when they are being arrested she seem Supes is hiding being torn up about not being able to save a bystander and taunt him about it saying they still beat him. Even as a kid that made me feel bad cause Superman's face as he flew away.

I think this issue nailed him. He kidnaps children but cares about their safety and only wants to take revenge on some people (and adults in general) while the story still gets creepy at time.

It also kind of helps that Superman's villains outside of Luthor and Brainiac kind of suck. They must have really liked Toyman too because he had another appearance in Static Shock, a few in Justice League and then REKT Killer Frost at the end of JLU in a pretty great scene.

Not that I'm complaining, DCAU Toyman was great.

There are thousands of DC comics, even if they're "hit or miss" there would statistically be more good material coming from them than two shows that ended almost two decades ago compared to a publisher continuing to publish comics

The comic could avoid being upfront about the FNaF references, leave it as a nice bonus for those who know, and just let word spread online.
Something can be done about kids loving stuff like FNaF and creepypastas in real life and how Winslow would react to it.
Maybe he thinks his old whitered giant toys are too scary for kids and is surprised when kids actually love them for that very reason, since they remind them of a videogame they play. He could either embrace it or be disgusted by it.

He's also always either middle aged or old, has an idealized view and expectations on childhood, and his toys tend to go for a "traditional" or "old school" theme. It's not hard to see him as someone disillusioned with the modern world, wich can always be put to good use in a story. I like to see him as someone who is too obsessed with the "good old days" as opposed to Superman who holds good old-fashioned values but doesn't look at the present with comptent.

The issue does show he's crazy and believed his robot wife to be real, maybe it also works in reverse and was deluded into thinking the other two toymen (the asian and the jester) were robot of his, so he made the robot as "proof".
