It really warms my heart that Ultimate Thor is part of the team. He was my favorite character from Ultimates, and the fact that the only part of him that survived Secret Wars was his hammer really bummed me out. At least over in the DC multiverse, he's palling around with a top tier team of heroes.

Nah. It's just a Barry Allen story. Morrison wanted to do more physics based shit with a man who could go light speed. Him breaking into the Multiverse (the way Morrison envisions it) might tie into the other series but it's definitely not a big ol Flash comic.

Yeah, there's really no reason why it could not be an ongoing. Some of the other titles are one and done but Morrison stated that he designed them so that other writers could run with any ideas there, and likewise for the Earths pictured in the guidebook.
I wouldn't mind seeing a current version of the Tangent Universe and I bet an Earth 11 on-going would be more popular - since presumably Ame-Comi and Bombshells are there only Elseworld kinda universes.

Before you ask, yes, I have thought about all of this in advance.
For a more realistic outlook, I'd like to see Earth 14, where new Earths are created and destroyed, to be based on video games. A realm based off of Scribblenauts and Lego games creates new universes, while a realm based off of Mortal Kombat and Injustice destroys them. There's also a Midgard with everything in between.
