With Zootopia, where A:you don't see the actual actors, and B:in this case they are all adults, you can wait as long as you want for a sequel.
They failed to anticipate how much of a success Zootopia was going to be, so I hope they'll accelerate production schedule for the second part ahead of everything else.
And I'm sure it will be good since both Rich and Byron seem to be full of ideas and the entire producction crew seems to love the movie judging by meticulous detail.

Honestly it would work better if something forced her to do it. Or she had to watch while someone did it to him. If she willingly chose to muzzle Nick, then A:I don't think their relationship could recover from that

It'd be more effective if it was done by some faceless member of the ZPD while Judy watches, horrified. Nick protests and yields, not crying or screaming or anything like that but visibly terrified.
Granted I think overall it's too much of a retread of the first film and that it's completely unnecessary.

This would be pretty intriguing if done well.
Judy would have to deal with whether or not she believes Nick or whether she's going to do her job.
Nick could emerge from the experience very jaded and (rightfully) angry at the system that falsely accused and imprisoned him. This drives him to no longer want to be part of the ZPD anymore.
Would Judy stay with the ZPD, or go with Nick after finding out he was innocent?

Maybe she was forced to by the villain, like a "you have to muzzle Nick or I'll detonate the bomb I've placed inside of him" kind of deal.
I wouldn't believe that she would hurt Nick under any other circumstances. If this were to happen as an order from Bogo or something, she'd definitely just quit the force again.
